Depends what level you want to work for. I work for Vancouver's Municipal Government, and all I did was go onto their website and apply. I would think that federal and provincial would be the same though.
Currently I do vehicle acquisition and insurance for Vancouver's Engineering Department. It's a pretty neat gig most of the time :-)
It depresses me so much to think of how much we could have achieved in humanity's lifetime if there weren't all these people just waiting around to fuck things up...
