From what I can tell, he's deliberately trying to drive them into a fury.

According to someone on ONTD_P:

I also wonder if it's possible that there's now a massive split within the power structure. After all, if the NDP wants to survive they need to cut themselves free of the dead weight who is Mubarak. The military can't like him either now. Mubarak, however, has nothing to lose. I wonder if people are trying to jettison him, and he's trying very hard not to be jettisoned.
