I only recently listened to this! It's a very tedious and dull story, really - and certainly a big drop in quality from "The Time Meddler".

Hell of a poor start to the third season. William Emms liked the show, so basically sent in an unsolicited manuscript, and it got accepted. He's basically the first fanboy to write for the show.

An actor from The Prisoner is in this story. Do you know who?
