Unlike Stitch, Bolt didn't have night vision...and he didn't have his usual night vision goggles. He happened to be outdoors when all the lights went out, and the sudden lack of light and sound of the monster roaring made him jump in shock.
He looked around the street, but all the lights were out and he couldn't tell where he was. Bolt's fur stood on the back of his neck...this was bad. Extremely bad.
He needed to get someone's attention...he had to figure out where the nearest person was! So Bolt began doing so the best way he knew how: by barking his head off.
Brisco hadn't been up to anything in particular - just on his way back to his room - when the lights went out, but once they did, he knew he was in trouble. Sure, he had matches, but without anything to light with them they weren't going to get him very far

Stitch's ears perked up as soon as he heard the dog barking, noticing that is was somewhat nearby. Turning towards the sound, he could make out the buildings and various other things in the street, and began moving towards the general location of the barking.
Also, he heard a man's voice coming from another direction, sounding slightly lost. He'd find the man after he found the dog, only because the dog sounded closer to his ears, and he was now an alien on a mission. Besides, he knew not everyone could see in the dark, Lilo hadn't been able to, just him.
In the pitch black, Bolt thought he caught sight of a brief spark of light, although it wasn't big at all. His large ears did pick up the sound of a man speaking, and Bolt's heart lept at the sound. If there were people, they may have a clue as to what happened!
At the suggestion from the voice, Bolt kept up barking even louder in his direction. "ROWF ROWF ROWF ROWF ROWF! BARK BARK!"
