Brisco had been living off of his own leftover rations since arriving in Manhattan not-too-long ago, but not only were his supplies running out, he flat out couldn't stand to eat another piece of jerky for at least a year. Ok, half a year.

... a month.

Anyway, he wandered his way into the supply center that afternoon, not really sure what the protocol of the situation was since everything seemed to be based on rations and money was obsolete. He was getting better at never knowing what was going on, but he still managed to feel a little silly about it.

In the time he'd been in the city, he found that being as exceedingly polite as his mother had ever taught him to be was a pretty good armor for an awkward situation. So, he put on his most dignified look and entered the supply center. He removed his hat as he approached the reddest red-head he'd ever seen behind the counter.

"Afternoon, ma'am," he said, with a smile.

Penny looked up when she was approached, a smile breaking across her face.

"Good afternoon yourself!" She was easily one of the more cheerful people around here, although everyone did their best to keep a brave face, even when things were going less than swimmingly. She hadn't been around during the food shortages, but she'd heard things had been grim. There was plenty now, though, and no reason for everyone in the city to take advantage of that fact.

"I don't think I've seen you come in before. This your first time here?" she made a habit of memorizing people's faces. She liked people, and she liked meeting all the different inhabitants the city had to offer, they were all incredibly interesting, with their own stories. This one looked like he was probably a very interesting person.

"That obvious, huh?" Brisco said, still smiling, but just a little bit of embarrassment showing. "Yeah. Not sure how things really work around here, seeing as I've never been anywhere that needed anything like a supply center," he went on. Actually, some of the towns he'd been to really could have used some kind of system like this, might've helped keep people from getting taken advantage of, long as no one abused the system - which somebody inevitably would try to do. He wondered if something like that had ever happened here in Manhattan, and made a note to ask about sometime. For now though...

"So, uh," he fiddled with the edge of his hat for a second, "How exactly do things work around here?" He asked.

Her smile still on her lips as he spoke, she glanced down at the counter briefly before looking around her. She wasn't too used to explaining how things worked since most people seemed to get the idea by now, but she knew the process well enough.

"Well, whatever you're in need of, we try to provide, food, blankets, medicine. The food we have to ration, you can pick and choose what you'd like to some extent but fresh food we're careful about, so any fresh veggies or meat we can give you but we've got set amounts on that." She bit her lip, absently twisting her fingers together underneath the counter.

"We've still got a good amount of everything left though, so no one's living off of spam and beans again just yet," her smile returned again full force at that, a slight bobbing of her head back and forth and her eyes rolling to the ceiling briefly accenting the statement.

"Doo doo doo, a doo-wop-a-doo," Doctor Ivo Robotnik sang as he paced the isles of the supply center, searching for items. "I only need a FEW MORE things before my latest project is completed!" the excited scientist proclaimed to himself, while scooping a few things into his basket. Since this was a staffed and controlled building, he assumed that he would have to pay for the supplies as oppose to the stuff he'd scavenged before. Thankfully, Robotnik had a good-sized wad of Mobians tucked away.

As he walked through the center, he caught sight of what he assumed to be the shopkeep conversing with several other shoppers.

Hmm, she seems like the type who wouldn't mind a cheerful haggling session.

Robotnik was hopeful. He wasn't quite sure how Mobian currency would transfer to the 'dollars' and 'cents' of this world. Or even if they would transfer at all. For the time being he ducked back into the isles and continued shopping.

Penny didn't notice the large man initially, until after excusing herself from helping one person she went to move a stack of blankets and noticed him looking around. Shifting the stack a little in her arms, she decided to make for him before going off on her way, and walked over, tilting her head slightly to the side with a smile on her face.

"Are you looking for something specific?"

As if snapping out of a daze, Robotnik suddenly noticed the woman with a dazzling smile. "Hum? Oh yes, er, good day to you, madam." The portly scientist scratched the back of his head with one hand while his other hand wasn't quite sure what to do with the household appliance he had picked up. "Eh, I was, er, just wondering," Robotnik began, trying his best not to think about how this woman bore a striking resemblance to his lost love, "eh, how much for this toaster oven?"

Penny blinked, canting her head to the side and furrowing her brow very briefly, regarding said toaster oven.

"Oh, we don't charge. You're free to take whatever you need." She hadn't actually even noticed they'd had an abandoned toaster oven. Typically she was more focused on where the food was going than anything, even if they had a few of the other essentials in the center.
