Is it still winter here?

What's wrong with Japan's weather this year? Even though spring has come long time ago, it's still very cold here. With the strong wind like today and if you added snow, it would be winter again. And I left my coat (the only coat who can deal with strong wind) to my sister who now already moved to Tokyo. :(
