The focus on Ursula may be because she's more better known for being well-endowed. I think the Queen of Hearts is getting a pass because they can claim her design is in part or whole from the 2010 Burton big-head Queen, who despite her big head was very small-waisted.

The thrust of the collection is supposed to be "inspired by the film characters through a designer’s eye. [...] We wanted them to look like a fashion sketch come to life." And of course, most fashion sketches are of size-0 models. What I can't tell is if the pictures are supposed to be of models in villain's clothing, or representations of the villains through a different lense. If it's the former, I can see why Ursula's model is skinny (not that there aren't plus-size models). If it's the latter, it's changing an influential feature of her character (her size) so they don't have to make a new body mould for the doll. As that's motivated by cost-effectiveness instead of staying true to the character, it's way more unpalatable.

Maleficent is going to be epic, one way or ( ... )

I first heard of the collection from an article that mentioned both, but it did also focus on Ursula. Also, Ursula is a more recognizable character, at least for me.
