A mysterious message

Every scoreboard in the city simultaneously dissolves into static, then goes blank.

Then, they are replaced with a message, in simple white text on a black background...]

PREPAR 4 TERROR

[8 minutes and 19 seconds later, the screens all flicker, and the normal score message is restored.]

[Looking up at the board, he pauses, clearly thinking it over. After a short moment, he snaps his fingers, nodding to himself.]

Oh, Miria, it's quite easy! You see, "PRE" is a prefix meaning before. And "PAR" is a term commonly used in golfing! The number 4 is also yelled in golf to warn others on the field! So, it's quite obvious that the message board is warning us about a golf tournament before it starts.
