Getting Mundungus doesn't make much sense in the book either. There are a lot of other competent wizards and witches who would have been happy to do it, but then he's the one who suggests the 7 Potters idea (via Snape of course) so I guess he's automatically included in the plan.
But also I always thought that the really clever thing to do would be to have people change into Harrys and Harry change into someone else :P
