That's because Ruka's a dork. Honestly, I don't know where people get the idea that he has any idea what he's actually doing in those episodes.
"I'll hurt the person Juri loves and make her hate me in order to set her free! I know it'll work because the VOICES IN MY HEAD told me it would! That's the ticket! Ready, mutant forelock?"
"Ready, Ruka!"

Okay, that line right there? Made me LOL so much, that I am now glad that Ruka and his asshattery was in the show after all.

I just wish that Miki had gotten involved at some point, is all.

I took the whole Ruka thing as another major example of why strict gender roles are so unhealthy. Ruka was an abusive asshole to Juri and was horrible to Shiori, he thinks he's doing it to set her free. It was quite disturbing to see. I really dislike Ruka, but I dislike Touga just as much for something he's going to do soon. It is probably the worst thing he's done so far.

That's a very good framework to look at it; Ruka doesn't respect Shiori or Juri as people, and so rather than talk to them and discuss his ideas and plans and issues with them...he's an abusive controlling asshole. And judging from your comment, it seems that Touga did not appreciate being displaced as the resident manipulative asshole rat bastard, pardon my language. ;P
