I would usually round to whichever's closer. Don't round down if things will get tight. Usually, it's to even numbers if sides have to match, and/or in multiples of the stitches if you're working in a stitch pattern.
I'd round to the nearest number, but I'd also sanity-check that against other demands of the pattern and usual practice. For instance, if I had both a total decrease number and a number to decrease per row, I'd want those to make sense with each other (so 6.85 might become 7, but 27.5 become 28 rather than 27, because 7 goes into the former evenly), and I'd probably check how many rows total the increases would happen on if I used the exact figure, and then compare that to how many they'd happen on if I used the rounded figure, and so on. By "usual practice" I mean things like "shaping is most often done on the RS" which might make a decision easier for whether to do shaping every 2 rows or every 3, as an example.
