I have used freezer bags with tips in a pinch before...it's a little tedious, if you're icing or filling or whatever is stiff or thick...cause you can't put as much pressure on the freezer bags as you could a higher grade plastic bag, or a pouch. you could also try folding your own bags out of wax paper or parchment...http://www.baking911.com/decorating/pb_prchmtcones_pg2.htm) this page shows how to fold it....those work okay in a pinch too! good luck!
If you have parchment paper, you can make a frosting bag~? Cut a triangle....Hold the top point of it in one hand. Loop the other ends up to meet it, twisting them in the direction of the cone (one will end up being on the front side of the top point, and the other on the back side of the top point). You'll have your cone then.....fold down the top points to hold it. ^_^ Then snip the tip of your cone, and slide your pastry tip down inside, fill with icing and go nuts~! :3
I just wanted to second the ziploc bag idea. And, it's really hard to fold a paper cone by looking at a diagram. I had hands on experience and it took me a while :P
I've always used parchment paper. I learned that in a bakery I worked at years ago. I tried using the bags a few times but they never feel right for some reason.
In my experience what I've used is cake mate pre-frosting tubes that come in different colors and for 1-2 bucks you can buy different shaped frosting tips. These can be found in any grocery store.
