1 - It took me a while to make friends, but I've accumulated many over these years (I'm an upper junior). Getting involved in school clubs and events really helps in meeting new people at Baruch - it's possibly the only benefit of extracurricular activities in my view. Also, attending a commuter school in the area where you plan to live after graduation has a major benefit that I understood only this year - the friends you make over time are probably staying too, so you will not be separated after college.
2 - You can't double major in the School of Business. I believe that both majors that interest you fall into Business, so chances are they'd turn you down on that one. I wanted to do Finance and Business Journalism but wasn't allowed to.
Hiya. Transferred-junior here. I don't think dorm vs. commuter makes as much difference in making friends as how involved you get on campus (clubs, etc). I dormed for 3 years and got nothing out of it.
Just adding something about the commuter thing - since most students are in the same situation as you are, they are more willing to meet people during classes, club hours (you will find out what this is:)), or extra-curricular events. So, as long as you are open-minded and willing to make friends, you will not have any issues with it! Good luck!
I've lived all my life in Brooklyn and commuted to Manhattan forever, so I never had a problem with it. Stay involved in school activities, that's your best option. There are lots of clubs to choose from and don't be afraid to jump into the diverse cultures, the school's got it in spades. I had a good time while at Baruch (yeah, pronounced Buh-rook if you're from BKLYN, lol). I think you will, too.
