Her name is Abigail Boylen. Codename: Cloud 9. She's an expert marksman, with the ability to fly by creating a cloud of moisture to do it. Hard worker, and willing to do what needs to be done in order to make sure no superhuman threats get further than their own front door.

She has quite a bit of field experience. The Initiative was trained by the government to prepare young superhumans to go out into the field, and help them learn to utilize their powers so they know how to react to danger. Some of those kids go out there with new powers, and they don't know what to do with them, or how to use them. Cloud 9's been in the program for about a year, making her 17, I believe.

...Okay Tony, I'll tell you what. I'll run this idea by my superiors with my recommendation, I think it's got potential. S.T.A.R.S. is running a major training exercise soon, she can show up and we'll see what she can do and then decide whether we can use her in the field. Otherwise she'll just be participating in nonoperational activities; I'm not putting a teenager into combat unless I'm sure she can handle it and won't slow down the team. How's that sound?

Believe me, I don't blame you in the slightest. You're free to make your own decision about her participation, but I think you'll be pleasantly surprised. Why don't you talk to them, and we'll get things moving?
