American driver training is only partly to blame. The whole culture of the US Interstate system does nothing to dissuade people from assuming they have a right to use them in whatever crappy vehicle they happen to be driving. The fundamental design of the US Interstate system is also partly to blame. The routes were largely drawn from urban center to urban center. Everyone seems to assume that the Interstates were made to support urban sprawl. Various bypass routes were made (e.g., various I-405's and I-205's were made to bypass I-5 through congested urban centers). But they simply became magnets for more development and sprawl. And, of course, the drivers, they're just naturally stupid; they just sit in the left lane yacking on the phone.
