What have you found? If they had anything to do with the incident before Halloween-

I believe I've found their hideout, where they've been doing all that research. Also, it would explain how it was able to get through to small cities and cause outbreaks, without us knowing.

There's been activity going on in Raccoon City. Not in the city, though- my guess is underneath. I've stumbled upon something like an old fortress or based that was once used by Umbrella, but was shut down long before the city was destroyed.

Now it looks like it's active again- I was doing my usual searching, and I ran across something. Someone sent an encrypted message from the place, telling of the locations they had already hit, and possible future locations, I believe. It was nearly impossible to get through, but I traced it from the source, and it led me to there.

Knowing Wesker and Birkin, they're going to be launching something much larger then what they're after right now. I figured it would be best to contact you as soon as I deciphered the code.

And they probably will. I'll see if I can get a hold of Chris and Sheva, and get the guys here ready in case something else ends up coming up while we're investigating.

I think I've found the base they've been hiding in. There's an old Umbrella research facility that's located underneath Raccoon City. It's been active recently and I cracked into one of the messages being sent from it. It looks like possible future locations of where Birkin and Wesker may plan on having small outbreaks.

Not surprising, really. Raccoon was probably riddled with secret bases and stuff. And what better way to avoid prying eyes than by hiding out underneath a bombed-out city? Clever bastards.

Okay. Any possible ways to get in there? Any openings or... I don't know, open sewer grates or crap like that?

Last I checked, there's still a working waterline that runs through there. Much like the sewers, though hopefully not as messy. You can get to there just outside of the town, as there's a water plant nearby.

I'll keep a lookout for anything else that comes up.
