Not entirely accurate translation, but the thing you need to pick up is that there's a shi (= is), and a geng shi (= is even more) in parallel.
Written Chinese is so irritating because it doesn't have commas and stuff... but yah.

also oh my god dude what, written chinese has TONS of commas sometimes. D: earlier on i had so much trouble with this one: 对计划开展的活动,应依据“非必须、不举办” 的原则,并根据本地疫情防控实际,进行认真审核;一些病例数较多的地区,应尽可能缩小活动的数量和规模;疫情防控重点地区,今年暑期应尽可能停止学生集中活动。 it's like a GIANT run-on sentence and i was like AUGHH PFFT STOP MAN STOP.
