Bridles, traces, a good yoke. You have to actually be able to direct it so that you get where you're going instead of having the rope snapped, the cart overturned and/or smashed, and a runaway horse.
When that happens, then you need everyone's shared miseries to get the cart righted and put back together so it CAN go again. Not to mention rounding up the horse and actually getting it into the proper harnesses.

No philosophy, economic system, or form of government is viable in its 100% undiluted form. In a perfect world, yes. In our world?..
The trick is knowing when and where to comprimise, buttress, bolster, and modify your system of choice. And when common sense is the silent minority, you can easily fall into less-than-desired outcomes.
