Well... I'm, not surprised at the lack of democracy, since the whole idea of a 'Hokage' smacks of military leadership and all that jazz. I am simply amazed at the lack of reflection behind the Council's choices. They basically just went with whatever was said to them, for as long as it was convincing.
But, plot-wise, choosing Danzou makes for fun events in Konoha later on, and I'm all all for that. I LIKE the plot-twist, just no the execution of it. ¬_¬
Either way, it's clearly the Council that appoints the next Hokage. I would have expected that to be a choice with a bit more weight than what we saw in this chapter.
