I'm not sure Danny Huston's character is an art preservationist. In the book, the character who most closely corresponds to that role is the Warden of England -- in effect, a dictator ruling over the UK. I don't think the film character is exactly that, but he seemed to be definitely a member of the ruling class, and his display of artwork seemed to be as much a sign of cultural plunder.
I haven't read the book (which the film apparently deviates from enormously), so since it wasn't exactly clear who Huston's character was, I defined him in terms of what he did, even if he did appear to be preserving the art mostly for his own benefit.
