Are there any shots from "The Idiot's Lantern" of Rose without her jacket? I'm trying to figure out what the bodice of the dress looks like, but no luck so far.

As far as dress patterns go, check out Vintage Vogue and Butterick Retro. The skirt on Rose's dress looks like it was pleated into the waistband, not gathered (gathering is the more standard method) so that's one thing to look out for. It looks like it's made out of a fairly heavy, nice quality satin - cheap satin won't drape like that - and you can see she's wearing a crinoline/mesh petticoat. The petticoat will be essential for getting the skirt to hang right on you.

I have never found anything but zooming in on the picture of her sitting on the scooter i have found the following,

Like you mentioned it is pleated with a nice pink satin (joanns has a good one).
The top seems to be a stretch knit (nost say tube but how can we know)
The sequins are not a uniform pattern or color. Display and Costume (im not sure if thats only a local seattle company) has a great fabric. Its only 3 inches thick so it will take a lot of sewing but it seems to be the best.

The next time I go I would be happy to take a pic and supply it at cost + shipping (no profit) to others.

Watch out for satin from Joanns, some of it is really nasty and plasticy.

Sounds like you can wing the bodice a bit, since no one is going to be able to tell you if it's wrong or not. :D If you're going to go with a stretch knit (which isn't very accurate for the time period, but whatever, Rose probably got the dress out of the TARDIS closet) you'll need to finish the seams differently. What kind of sewing machine do you have? Do you have access to a serger?

Yes I do. My friend is a fashion design major at the art institute so she is getting ms access to the school's equipment. I would just have her do it for me but she is so busy with school she just doesn't have the time and I'm a bit of a let's do it now and get it done person.

I'm going with a stretch knit because I have been loosing a lot of weight and don't want to leave this until last minute due to not knowing perfect measurements. It seems to me like it would have some sort of sleeve. I don't think they where so into tubetops in the 50's. I might at least add straps because I think it skirt portion might be a tad heavy.

Oh super helpful!!! That picture will make life much easier. I think I will still add straps because the bottom will be a tad heavy and im bigger on top then anywhere else so I dont want it to slide down at all =)
