i am currently working on a cross-stitch that is not really a pattern. what i do is open it up in photoshop and then overlay the grid on top of it. you can change the size of the grid to better fit whichever picture. i mad my grid 1 pixel big... meaning my project is 3 feet tall. oh well, if i ever finish it, it will look awesome.
I used it as a crochet pattern for a bag and it worked out wonderfully, and it could probably be converted into a cross stitch pattern quite easily. The link to the actual chart's just down the page a bit.

PCStitch, mostly free program, not sure if it works on Macs.
Then there's also knitPro, where you upload the image and it superimposes a chart over it. It would probably work decently for a two color image like the Seal.
