There are heavier weight interfacings that you can use to strengthen the collar and you could possibly even reinforce the edges, under the black, with the flexible boning that they sell at most craft stores. It's not the greatest for things like bodices and corsets, but it could work for something like this.

I don't think the pipe cleaners would really work though. They're not really meant to hold any weight and could get warped out of the shape you want pretty easily.

That's true... I didn't think pipe cleaners would work so well, but I'm willing to try anything once! Haha! I'll have to go to Joann's and look around and see what I can find... Thank you for the suggestion!

NOt having seen how it moves on the character, I might suggest just using a sliiightly stretchy material, then using double-sided tape on your cheeks for a quick fix. It'd be hard to easily pull it aside for the mask, though, and that mask is awesome.

You could maybe salvage some gas-mask parts, my brain is trying to tell me.

I am nowhere near being excellent at sewing, but you might want to try making a larger version of a mandarin collar.

Check out some youtube videos that are out there as well. Instead of using the light interfacing, I would use a stiff interfacing (usually in bolts near the cutting section if you aren't familiar.)

Also, to keep the front closed you could use either a light zipper or maybe some hooks and eyes.
