I just saw a video on Threadbangers here that shows you how to do that!
You can buy embroidery hoops at every craft store, or at any place that sells needlepoint stuff. I'm pretty sure I've seen them in other shapes, like squares before.
As for the netting, I think you can use old panty hose or any sheer fabric. I think in the comments on the vid, someone even said that they used old curtains that were made of a light fabric.

I tried it this way with the hoop and painting on the mod podge, but for my text it didn't come out so well.
So I bought http://ezscreenprint.com/ and the results were pretty darn good. If you just want to try silk screening out and have a basic design, it can't hurt to try the first method, but if you have text or small details, then I would try this ez screen print way. good luck!
