What about the type of people who thrive in the midst of chaos, though?

Such as mercenaries? There always seems to be a job for soldiers, or there are arenas in which to hone their skills.

True, but I was referring more to social deviants. Although I suppose they'd be in the minority anyway, and disturbances should be dealt with accordingly regardless.

People who veer drastically away from the ideal social participant.

...usually people like terrorists.

People as such have no tradition, and yes, they must be dealt with accordingly.
