I'm not sure if I modified the guidelines to reflect the post I made sometime before Round 04, but participants who do not complete a round are not able to participate in the round following the one they did not complete. What has happened is several would sign up and not complete, then sign up again and not complete, etc. That being said since I'm not 100% sure if I modified the guidelines I'll accept your claim for this round. :)
