As for tattoo's, well, I know I'm biased because I have them, but I've only gotten one on active duty. I'm still kicking around the rest. ;-)
I don't think I've ever heard of anyone going through that much crap to get back in, unless they had shady circumstances when they got out, which last I checked you didn't. You haven't been out that long, have you? *shrug*

It's as simple as that.
You're problem? Right now you need them more than they need you. THEY know this. The rules they're using for documenting your tats has been on the books for over a century. Each command uses it as they deem appropriate for the individual - and some commands are simply "anti-tattoo" but since you're an honerable discharge, there's nothing else they can do to discourage you from joining, so, they make you jump through the hoops.
