Well if you look at the current list of what gets millions of dollars of grant money for funding, there is a lot of really pointless stuff. It seems that you could get a grant to study say decomposition of manure on tarmac versus gravel if you so felt like it. I would say that some civilian input would be good for a while, but the current you fund a project for my state and I'll fund one for yours seems pretty crappy. The whole system of spending money, earmarking and screwing around is pretty terrible.

Hmmm .. well, since there are at least 5,000 'mega-farms' in the United States, and since many of them produce millions of tons of manure every year (much of it contained in toxic so-called 'manure ponds'), I'd say a little research into manure decomposition would be a good thing, no?

I've written research grant applications, and helped review a few. A 'civilian' (that is, someone without specific knowledge of the field of study) would have diddly-squat by way of input in this process. This is simply Republican fucktard pandering to their below-average intelligence base.
