Pasta and sauce is easy and cheap. Grill burgers or hot dogs or chicken or whatever meat you can find at a good price. If you don't want to cook at all just get some veggies and make a big salad.
Pasta. You could get small and cheap sauce, veggies, etc, and mix it all up. Only get as much as you need, for example a whole bell pepper in the pasta would be enough for 3 adults.
Or tuna melts. The only thing that would need refrigeration is the mayo, and you might be able to go to a fast food place and get the squeeze packets to use so you don't even have to refrigerate it.
That's all the ideas I've got. I'm sure someone else will have better ones.
Beans (or other legumes) and rice. Beans, a few veggies, and some water or broth, seasonings. Then make the rice separately. You can tailor the amount you make for three adults and avoid leftovers. If your store/deli has ham hocks, smoked turkey legs, bacon you can buy by the partial pound, etc., you could also add meat without having to save leftovers.
Pasta, with cheap sauce, enough for yourselves, marinara, carbonara, cook all the meat/bacon up, save in the cooler for blts, salads, etc, because cooked meat lasts better- or, make some extra pasta and mix up some tuna pasta salad for lunch/dinner to go in the cooler, too. Veggies, fruits and cheese don't need refrigeration if you use them fast, neither do eggs. Summer sausage. Make a pie or cobbler. Make BBQ, roast, grilled cheese, melts, (my favorite is just red onion, tomato and swiss), hummus, tabbouleh, or you could make something like teriyaki or sweet and sour, cook just enough rice, or make fried rice, which will last a day or too in the cooler. have fun!
um. pasta salads with viniagrette, not mayo, obviously, which you can also use for a marinade- marinade tends to preserve meat, ala sauerbraten, to make any meat you buy last longer. Do remember anything you open or cut into, or any wet fruits or veg will spoil faster, so try to avoid storing those, dressed salads, large containers of milk, etc. Buy block ice, not cubes, too...
You can make homemade pizza. Boxes of "just add water" pizza crust are really cheap, and for 3-4 people you will only need two. Cheese, canned spaghetti or pasta sauce, and meat/veggie toppings of your choice, and that should be within your budget.
