Really? Is it not usually used to make it? I thought the recipe was well writted, I just skipped it and the rice came out really well. I even used a hair dryer when I was cooling the rice. :)
From the recipes that I've come across, dashi isn't even mentioned. :P It's just something new for me when I read the recipe you've linked back to. ^^;
Congratulations on your first sushi making attempt. The first time I ever made it I overcooked the rice and ended up with 8 rolls of disgustingly mushy rice.
As to draining/drying the rice, I can't say that I've ever found that it made that much of a difference. I drain the excess water really well by turning the pot to the side and pouring it off in a stream til it turns into a bare dribble and then just turn the pot upright and thump its base til the rice flattens more or less evenly across the bottom.
Let it sit for 30 min to 1 hr and then add the water and cook for 15 min (bring to boil, cover and reduce to bare simmer).
Let it sit for an additional 10 min with a towel draped over the top and then the lid put over that (if you're concerned with overly soggy rice) and ... it's done.
