How are you connecting to the internet? It seems more likely that the issue is with your connection - maybe the new computer's not playing nicely with your router.
Or, if you're downloading directly onto your external hard drive, that may be the problem. Download to your internal drive, then transfer it. Because the connection from your computer to the drive may be slowing the ability to download.
I say to try this only because the same theory applies to photoshop and saving your files onto a flash drive: it won't work. But if you save your file to your internal drive and then transfer it, it works.
