Anime is a funny beast. That sounds like an overgeneralization, of course -- after all, there's a ton out there, in many different genres. But what I've been noticing lately is how many anime series seem to be aimed at audiences we in North America don't even have.

Kids' and even teen shows don't have breast jokes and panty shots here, unless I'm way out of touch.
I think America trades off breast jokes and panty shots for gratuitous fart jokes and general gross-out humor wit their kid cartoons. At least, that's the way I remember half the kid shows I grew up with. I mean, Ren and Stimpy? Cow and Chicken? There's a few more I think I've blessedly blocked from my memory.

Word on Hare Nochi Guu. I don't know if you've watched the OVA's yet, but they take turn the sex references up to 11 with that one...including one O_o-inducing scene where that lovey-dovey couple go at it like rabbits in front of little Mari.
