Of course the British Ministry knew about Immortals.

The public records didn’t mention them and the laws didn’t account for them, but enough people in power were either Immortals themselves or recruited by The Watchers to watch those immortals, that their existence was institutional knowledge to a certain extent.

As a minor bureaucrat in the Ministry, Mycroft had no specific need to know, but as the individual responsible for making sure things went smoothly, he made sure that the CCTV cameras recorded what they should and did not record what they should not. Oh yes. And it's possible that Mycroft develops a crush over their continued meetings. Sherlock teases him mercilessly but can't figure out who Methos is. And Watson is bemused but perfectly happy to chat with Methos over a pint while the brothers glare at each other.

And it goes both ways, too. Mycroft doesn't exactly have peers.

And everyone else thinks they're just using each other, but they are both genuinely *enjoying* that mutual manipulation. (Which sounds a bit dirtier than i had originally intended. Ah well.)
