He goes by the name Akasuna no Sasori. If you can't tell, he's a member of the Akatsuki. That alone should tell you the risk. However, he doesn't appear to have a partner. He's usually found at the Krank Schmutz Circus.

If he's not there, you'll likely find him in the Arena. He visits the abyss often. Its best to get him there.

Once you have him, take him to 103-A Industrial lane. Its a warehouse.
