The tattoo on Anko's left lower neck/shoulder is a cluster of teardrops (in a familiar pattern to, say, Naruto fans). It was her first tattoo, the one her former sensei paid for when she was 14 years old. The design was one of his own; a pattern he sometimes used to mark his other possessions with to demarcate them from, say, drugs he'd received from other dealers. It used to be a particular point of pride for her--a sure sign that someone loved her and wanted her to belong to him. Since their parting of ways, it's become more of a sore spot. She refuses to have it removed because it's now a constant reminder of her need to be whole and complete as an individual rather than defined by those around her.
The tattoo on her right hip is a little swirl along the bone (again, recognizable to Naruto fans). She got it after the first knife fight she ever participated in once she'd been cut free from her proper connections. It's also meant to be a reminder; the mirror location on her left hip is one of the biggest scars she has.
