I think the 'Leaning' Tower of Pisa is really just a huge publicity stunt. I mean, would you really want to go to the Tower of Pisa if it didn't lean? I think not. The builders must have thought at the end, 'Damn. This tower sucks. No one will ever come and Italy will lose thousands of dollars in the tourism trade.' So they had the brilliant idea
