I'm really pissed. I wanted to apply for a scholarship to improve my English, but this year they changed the requirements and now I don't meet said requirements.

Ok, it was more like spending three weeks on London or NY for free, but still...

That sounds like a ridiculous requirement. I guess it would help your English, but they shouldn't be able to keep you from getting the scholarship just because you didn't do it.

I guess I didn't explain it correctly. Until now, to obtain that scholarship your should have been beneficiary of another kind of scholarship, like registration fees, on the same year you ask this one. Now, if you're older that sixteen years old, you should have been benefeciary of said scholarship, but LAST year.
I entered this year university, so...
