What a terrible situation for you and the animals. Is there a veterinary school in the area your shelter can partner with? Advanced students can practice on the animals for free or at a reduced price and the animals get the medical attention they need.
This is rage inducing. That vet needs to pull their head out, it seems like they got in too deep and don't have the proper head on their shoulders to figure out a way to make sure those animals are taken care of. Don't sign a fucking contract with a shelter if you're not going to treat those creatures the same as you would a person paying to have you care for their pet. Ew.
I know this is a low thing to do...could you get the media involved? Toss them a bone (shelter in threat of closing, vet juggling clinic and shelter) and see if they run with it? If anything, it might at least bring in some donations, potential adopters and maybe a vet or two that would be willing to donate their time?
I second this. The local shelter in my parents' county had some asshole leave a seriously ill and mangey puppy chained to the fence out front and not only did they post about it on facebook and it went semi-viral, but now the police have taken up the case to find the fucker that left the puppy there (who later passed away, so sad).
We do have a bit of an ace up our sleeve on the media. About once every two weeks, we have a reporter from local paper. He likes to come out, get stories on the animals (how we got Tina adopted) so...if we just happen to comment on how the Vet we now have a contract with is...very slowly....getting animals ready for adoption...in the meantime, we do have the 'foster to adopt' program up and running....maybe that will spur them on to get more done...since, after all, this vet wants to keep their current clients, get more clients (like all those adopters) and bad press...yeah, that could help.
