Have world governments always been ran like the mafia? Or is this a more recent development?

The older I get, the longer I think it's been going on. Maybe that real people-centric governments tend to be weaker, and get overthrown by groups of people who think they can reign with tommyguns or iron fists.

I must say that one evening after having watched The Sopranos there was a particularly unfortunate newscast that made me think this very thing .... !!!!
