It really doesn't pass the smell test. Because not only is the default update time 3 AM local, as you say, but also there is a random offset for each computer in order to distribute the load on Microsoft's servers. There's no way all those computers rebooted at exactly the same time. The random offset is anywhere from +/- 30 to 180 minutes.
