I would look into one of the bags that has two pouches, one for clean and one for used. Or pack the used bag inside a larger bag that holds the clean ones.
As far as managing two weeks, definitely rinse pads when you can before storing them dirty too long, and then be prepared with a backup plan should you run out. Also in a real bind you can hand wash and hang dry, tho this tends to result in stiffer pads, they will still function. Remember that for a bathroom sink's worth of pads to hand wash you only need around a tsp of detergent/laundry soap!
I have done this many many times, I somehow always end up having my period while traveling across the country. I usually bring my menstrual cup as well, but always end up bringing enough pads too

I currently live in a camper van with my husband, & what I do for my pads is I just fold up the dirty ones & put them in a ziplock bag. When we go somewhere with public bathrooms that have a toilet & sink in one room, I just wash my pads there. Once they're washed, I throw them in my bucket where I keep the ones that need to be laundered.
It's not a perfect solution, but it's the best I've found so far.
