I believe every word of this article. It's been my experience that people who really know what they are talking about in a given subject will often start out by telling you upfront about the gaps in and limitations of their knowledge. Meanwhile, those who don't know a lot usually try to pass themselves off as experts. I always assumed the latter was a vanity issue -- wanting to look important, but based on this research, it sounds like a lot of them actually believe they are experts.
