Having lived in university housing my entire undergraduate career, I'm almost positive you wouldn't be allowed to have a snake in your dorm. Sure, they're non-shedding, non-noisy and neat, but what happens if it gets big? What happens if its micey treats get loose? What happens if it gets loose and gets into the room of someone who is scared of snakes? There are always going to be people around who are scared shitless by snakes, even small and harmless ones. The most I've seen someone in university housing get away with is a clandestine gerbil; she kept spare sheets handy to throw over the tank and kept her room messy so the cloth-covered tank wouldn't stand out. And she lived in constant fear that she'd get kicked out upon discovery, too.
