If you're in the US i'm sure theres plenty of legal streaming sites (hulu, crunchyroll and whatnot) but if you're unlucky and live elsewhere, then theres not much chance of finding it legally im afraid.

Kobato is not available for legal streaming at this time. If someone licenses it, it might be after that, but as of now it hasn't been.

newtype is showing kobato free and legally but to jp residents.
otherwise, i think many people are posting it up on other streaming sites. usually googling will let you find the episodes.
