Ahhhh, and see for me it is Picard. I LOVE Patrick Stewart, the man is just brilliant and I adored the passion he could infuse into Picard's, otherwise, aloof demeanor. There were just layers to Picard that Kirk never had.
Also, TNG was really the first Trek I could really watch fully. I watched re-runs of the original as a kid but it lacked a certain continuity for me because I didn't get to actually watch it from the beginning but just in whatever random order they came up. I always loved Spock and McCoy but Kirk had a tendency to get on my nerves.
Kirk will always earn points for being the first but Picard will was MY first Captain so he'll always hold that special spot as the best Captain for me.
There's a nostalgia thing for me, too. Wrestling with the TV antenna to get the station in that was showing the re-runs, scouring the TV guide for what station was showing them and when, and then when the magic of VCRs happened, actually recording them. There was a lot more effort that went into watching the show when I was little!
