In Russian, Sasha can be a male nickname or a female nickname. We were talking about names and gender once with Olga, and she said that in Russian, with full names, you can always tell but with nicknames like Sasha, you can't.
"River of Esses" = Mississippi River "Windy City" = Chicago Various references to lakes...
So my guess is that Mad City = Madison. Having only been there briefly (for one afternoon) about ten years ago, I can't say for sure about the rest of the references. My main memories are of visiting Penzey's (before they had stores here), trying to see the capitol building (which was in the midst of a massive remodel), and of trying to find an open Chrysler dealership on a Saturday afternoon, after the anti-lock brake pump on my minivan failed for the second of three times during that trip.
Yup, it's Madison. rowhan below got most of the other references - Lake Monona and Lake Mendota being the Mon and the Men. And Mad Town is a nickname for Madison. I'm from Wisconsin, and Madison is one of my favorite cities in the world. Considering that that list includes Prague and Hong Kong, I'd call that impressive. There are a bunch of independently owned shops on State Street (between the capitol building and the university) that have been there for over twenty years, and a few businesses have been there since my Dad was a student, so over forty years.
After rereading, I'm thinking I may have figured out a real world sort of reference of where the Mad City is, too. Ok, that doesn't make sense (or does it?) but I know what I meant.
At first I was guessing it's Detroit (my geography memory is terrible). But then I looked at an actual map and figured out it must be Madison, Wisconsin in between Lake Mendota and Lake Monona, with Chicago to the south and east (City of Wind), River of Esses = Mississippi, lake to east would be Lake Michigan.
I think Sasha is a girl because most men are not that whimsical. I don't know how else to put it.

Sasha is actually "other". Born intersex, and preferring to remain not one or the other. Also apparently preferring to drive the writer (aka me) buggy by needing to avoid using pronouns. *grins*
