If you look on the other side of Dalton, that person is hiding his/her face as well. I don't think the White Lady was hiding her face from the Doctor. I think it was just her position, like there's the President in front, then the two people behind him (whatever their positions are) and they have to hide their faces, and then three people behind them in the whole get-up.
I don't think the fact that she was hiding her face significant.

Which makes me wonder if there is any connection to Blink?

In my mind, they're a companion if they've been in the tardis and have been around for more than a couple episodes.

I'm going with susan for now, but if they never explain it I'm cool with that.

As for other cameos, bring back daleks, sontarans, cybermen, zygons, dragon men, ice warriors... but no more ood! I think we've reached an ending point with them. Let them sleep.

I'm going with either Romana and/or Rani as to who the two women were who became the weeping angels. But that's just my thought. :D
