To unlock the Rularuu weapons via story arc you have to be the owner of the arc, or on an Oro team doing the arc. (And to be on an Oro team doing the arc I think you still need to be at least the minimum level of the arc bracket.) Otherwise you have to get the Visionary badge for defeating 200 Overseers.
Your best bet at your level will be to get Visionary, so really you'd be looking for a full team to do one of the aforementioned arcs, not just one or two people.
I can understand about not wanting to wait 'til 35 to do the arc yourself, because I am not particularly thrilled with any of the default axe looks, but considering what a PITA it is to get Visionary, you're prolly better off just waiting 'til 35.
In the case of story arcs, the reward is attached to the souvenir, that only the mission owner would receive. (In the case of the Rularuu weapons, they're attached to handful of souvenirs and badges. The Oroboros Portal is similar.)
