Bavaria and some points south are scrubby-scrubby free of spray painting, I noticed.

Of course they have sparkling cleanhighway restrooms, manned by people who take tips to keep them that way. I was baffled.

I've barely been to Bavaria, and don't remember the restrooms or conspicuous lack of grafitti. But the parts of Deutschland I see the most - Frankfurt and Hamburg - are covered in scribbles! Sometimes I see teams of official-looking people Crayola-ing all over the walls!
