The machinery was part of a silt-pumping experiment. To stop the silt blocking the entrance, they were pumping it further up the beach. At least, that's my memory of it. Russell and I had a look at it, so he might have a better explanation.

Nicole is indeed correct. When she and I got there a large pipe was spewing sand in all directions. They intend to pump sand along the beach instead of having it wander into the entrance, clogging up the lakes.

See how I use three times as many words to say essentially the same thing? The mark of an academic.
